Preventing Layoffs
"Emergency Travel Infusion, Inc." is fundamentally against layoffs during time of crisis!!! This is beyond a simple economic statement. This as a matter of national interest in which whole of society MUST work together in order to prevent such actions!
After September 11th companies got into layoffs frenzy. Some people lost their jobs within just few days. This is as if companies prophesied the recession before it even happened.
Due to the speedy way in which layoffs were preformed one should wonder if those layoffs were the result of a recession or the cause of the recession?
We raised our doubts in previous page whatever people canceled their flights due to fear. We raise the same doubts regarding whatever companies lay off their employees as a result of the recession. It is very possible that both phenomena were a result of a frenzy caused by negative state of mind and ended up to be "prophesies that fulfilled themselves".
The economy could easily sink into a negative cycle in which more layoffs increase the recession and in return the companies layoff more employees.
Our theory is that the cycle had begun with companies in the travel industry layoff their employees within days after September 11th (according to negative predictions that were a result of bad leadership!), which demonstrated lack of confidence which caused economic concerns within the public which followed by companies from every other industry layoff their employees which the result was a recession.
As a result, even more companies lay off more employees which caused even stronger recession, etc.
Layoffs in such situation are very narrow-minded reaction that eventually cause more damage then benefits - even to the companies themselves.
"Emergency Travel Infusion, Inc." will suggest better alternatives during times of crises in order to stop the negative cycle. Below is just one idea. Some people even comment about the idea below that it should be considered by companies not only during national crises but at any situation in which company starts to lose money - regardless of the reason.
After September 11th there was a connection between two situations:
1) The travel industry was desperate for travelers.
2) Companies were laying off many of their employees in order to save on their expanses.
Add to those two elements the conviction that Society MUST make extra effort in order to eliminate the aftermath of the terror attack and we get the following idea:
Companies, instead of lay offing their employees will ask them to take a few days off from work and travel in order to support the travel related businesses.
For an example: company plans to lay off 5% of their employees; instead, they will ask their employees to take a one-week vacation - 5% at a time. The agreement will be that there are no layoffs as long as there are enough voluntaries (E.G. if 40% of the employees are willing to take a one week off then they could prevent layoffs for a period of 8 weeks - a period which I believe is more then enough for this program to boost the economy in any case!).
Advantage! - Normally the lay offs affect the lower income employees. This means that by lay offing 5% of the employees, companies save only about 2-3% of their payroll.
However, according to the idea above, management will also take part in the agreement. Therefore, by 5% of the working force volunteering each week the company saves 5% of the payroll.
The situation improves even more during times of crises in which we expect the management to volunteer even in greater proportion (due to normally greater level of patriotism). In such case, the companies will save about 10% or even more on their payroll.
One problem that some may mention is that many employees are unable to just take unpaid vacation and in addition go on a week trip.
First, lets remember that the employees are still better of with this idea than face possible layoff.
However, there is a national need that they will travel in order to support the travel industry. "Emergency Travel Infusion, Inc." will offer number of ideas for the sake of that cause.
Remember the whole scam will help prevent recession, which is the companies' biggest enemy. Therefore, the company should also make some sacrifice in order to support the travel industry at such time. They could loan some money to their employees (paid back in so many months or by working extra day a month during so many months) and even subsidies part of the cost of the vacation. Those subsidies should be small fraction of the potential loss for the company in case there is a recession.
An easier modification to the idea above is that instead of the employees taking a week of work they will take only 3 days off. This indeed will be much easier on many employees. Obviously, according to this agreement, the period in which the company will commit to not have layoffs will shorten by half. However, one may suggest that in this scenario not only 40% of the employees will volunteer but more likely as many as 70% of them will volunteer. This will allow for about 7 weeks of job security.
In addition, if the rest will be asked to go on one day vacation they are mostly will be willing to do so. This will give additional 6 days of job security.
The fact of the matter is that company should use all of the options mentioned above at the same time. They should ask some of the employees to take a day vacation and go to a tourist location near by, others to take 2-3 day vacation and spend a night or two in hotel in order to support also the hotel industry and other employees to take a week vacation and fly to other locations in order to support the entire travel industry including the airlines.
The greater the desire to help the more creative ideas people will come with. "Emergency Travel Infusion, Inc." will suggest many ideas. However, the success will be when the entire public will make this task as a priority and will share their own ideas.
"Emergency Travel Infusion, Inc." will not act as an agent or middlemen. Yet, we will put the entire program under one umbrella In which millions of employees around the country will be committed to support the travel industry and will come inspiration for the regular tourists to return.
In addition, our ideas will be implemented by using vacancy. As a result, we expect the airlines and the hotels to provide this program the best discounts possible. As matter of fact, we expect them to provide their service to the employees who volunteer for the program at prices close to their cost! Any subsidy provided by the employers would greatly be appreciated.
"Emergency Travel Infusion, Inc." will inspire for an attitude in which the public works together to "make it happen". Each party will compromise a bit for the best of the entire public. After all, a recession will be much more devastating to everybody.
There are number of legal and tax issues that have to be dealt with. "Emergency Travel Infusion, Inc." does not provide any legal advice. We are certain that the employers will check all aspects of the matter. Our suggestions are to package the trips in such way that they will not be considered organized trips and each employee will be responsible for their own travel insurance.
As principle, "Emergency Travel Infusion, Inc." prefers to keep this entire program away from the legislator. Normally, they will just complicate and slow things down. However, there are number of tax breaks that they might be able to arrange and sweeten the program to both the employers and the employees.
